Hilary Macdonald

Hilary Macdonald is a Senior HMI who joined Ofsted in 2010. Hilary is a qualified Teacher, having worked as a Headteacher, Local Authority Education Adviser and Children’s Services Partnership Manager. She has developed and implemented diverse services for children and young people, including children’s centres and alternative curriculum provision. Other areas of expertise include: schools in challenging circumstances, provision for pupils with special educational needs and disabilities, and leadership, including governance.

Hilary leads inspections of maintained and independent primary schools, secondary schools and special schools. She leads Local Area SEND inspections and participates in the inspection of ITE. As a Senior HMI, Hilary manages a team of HMI and is frequently found in the quality assurance role of inspection. On behalf of the South East region, Hilary holds varied responsibilities, including leading on SEND, independent schools, complaints against schools and complaints against Ofsted.
